Hi everyone!
Today we updated the build of Game Update 2.8 on the Public Test Server. Below are the changes made to the existing notes (which will be updated with the new information shortly).

Highlights 
Group Finder Operations have been redesigned! Story Mode Operations are now more accessible to endgame players (levels 50 – 55). The Operations section in the Group Finder window will list available Operations on a predetermined schedule, rotating in different Operations every few days. Players who meet the level requirement of the Operation will be Bolstered, removing the requirement for endgame gear. Rewards have also been improved, making this a great opportunity for players to earn Ultimate Commendations and experience new content!

Sage

Balance (Sage)

  • Mind Warp has been reverted to its live functionality, and now increases the duration of Mind Crush by 1/2 seconds.

Shadow
General

  • Mass Mind Control will now taunt NPC’s while Combat Technique is active, and lower threat when Combat Technique is not active.
  • Combat Technique, Force Technique, and Shadow Technique no longer require 100 Force to activate, and instead uses all available Force regardless of amount.

Balance (Shadow)

  • Containment now lowers the cast time of Force Lift by 0.5/1.0 seconds while Force Technique is active.
  • Mental Defense now causes Mass Mind Control to grant a 15%/30% reduction in damage taken by the Shadow for 6 seconds, along with its other effects.
  • Force Strike now has a 100% chance to activate on melee attacks (Up from 60%)
  • Mental Scarring has been reverted to its live functionality, and no longer grants a bonus to Mind Crush while the target is affected by the player’s Sever Force.
  • Crush Spirit now grants a 15%/30% chance for periodic damage over time effects to trigger Crush Spirit, which finishes the cooldown of Spinning Strike and makes your next Spinning Strike usable on a target at any health level.

Sorcerer
Madness (Sorcerer)

  • Lingering Nightmares has been reverted to its live functionality, and now increases the duration of Crushing Darkness by 1/2 seconds.

Assassin
General

  • Mass Mind Control will now taunt NPC’s while Dark Charge is active, and lower threat when Dark Charge is not active.
  • Lightning Charge, Dark Charge, and Surging Charge no longer require 100 Force to activate, and instead uses all available Force regardless of amount.

Madness (Assassin)

  • Haunted Dreams now lowers the cast time of Whirlwind by 0.5/1.0 seconds while Lightning Charge is active.
  • Shapeless Spirit now causes Mass Mind Control to grant a 15%/30% reduction in damage taken by the Assassin for 6 seconds, along with its other effects.
  • Raze now has a 100% chance to activate on melee attacks (up from 60%).
  • Creeping Death has been reverted to its live functionality, and no longer grants a bonus to Crushing Darkness while the target is affected by the player’s Creeping Terror.
  • Bloodletting now grants a 15%/30% chance for periodic damage over time effects to trigger Bloodletting, which finishes the cooldown of Assassinate and makes your next Assassinate usable on a target at any health level.

Smuggler

Scrapper

  • K.O. now also allows Shoot First to interrupt the target.
  • Slippery Devil now offers 15%/30% reduction in area of effect damage in addition to its other bonuses.
  • Surprise Comeback now offers a 10%/20% damage received reduction while Stim Boosters is active in addition to the healing effects.

Imperial Agent
Operative
Concealment

  • Jarring Strike now also allow Hidden Strike to interrupt the target.
  • Shadow Operative Elite now offers 15%/30% reduction in area of effect damage in addition to its other bonuses.
  • Revitalizers now offers a 10%/20% damage received reduction while Stim Boosters is active in addition to the healing effects.

Flashpoints + Operations

  • Players who are defeated in an Operation now have the option to spawn inside of the instance when all other players in the group are out of combat.
  • Players accessing Operations through Group Finder will now be Bolstered to an appropriate gear rating while inside the Operation. This Bolster effect will also provide increased incoming healing and increased shield chance and shield absorb.
  • Operations in Group Finder will now group players for the 16-Player Story Mode version of the Operation.
  • The Operation category of the Group Finder now rotates through a different available Operation throughout the week. A timer in the window indicates the time the current Operation is available.
  • Dread Fortress and Dread Palace have been added to the Operation rotation.
  • Adjusted Dread Master Tyran’s Inferno ability to make it more friendly to melee characters.
  • The Empowering Energy now always spawns the same distance from Dread Master Calphayus regardless of where he is in the room.
  • The Empowering Energy now vanishes when the ability "Dark Empowerment" is interrupted.

Galactic Starfigher

  • The Galactic Starfighter Daily Mission now additionally rewards 40 Fleet Commendations.
  • The Galactic Starfighter Weekly Mission now additionally rewards 90 Fleet Commendations.
  • The Starship Upgrade vendors S-1A0 (Imperial) and S-4S0 (Republic) have been changed to Fleet Commendation vendors.
  • The inventory of Fleet Commendation vendors has been updated:
    • All PvE Starship Upgrades have been moved to the Starship Upgrade vendor.
    • The Pilot Suits sold by this vendor no longer have Social level requirements.
    • Reduced the cost of the Legacy Item Kits sold by this vendor.
    • Merged Grade 6/7/8 crafting Lockboxes into a single "Level 50" crafting lockbox containing 3 random types of crafting materials.
    • Removed Level 50 Premium and Prototype equipment lockboxes. Reduced the cost of the Level 50 Artifact equipment lockbox.
    • Added a new lockbox that contains a Rating 144 Prototype item modification, identical to the one purchased from the Makeb Planetary Commendation vendor.
    • Added a new lockbox that contains a rating 140 Item Modification, identical to the one purchased from the Makeb Planetary Commendation vendor. This lockbox is weighted so that it is more likely to contain Modifications appropriate to your class.
    • Added a new Level 55 Crafting lockbox that contains 3 random types of Grade 9 or 10 crafting materials.

Items + Economy

  • Serendipitous Assault and Focused Retribution Relics no longer activate from both dealing damage and healing within the same rate limit.
  • Master Hunter’s Headgear has been given voice modulation.
  • The Imperial version of the Battlemaster Force-Mystic’s Headgear has been given a more appropriate voice modulation.

      They still work together, but now no longer proc independently off both damage and heals, thus potentially bypassing the internal cooldown.

        Basically sentinel/marauders dot crits won’t have 2 rolls to see if their relics trigger on the heal they get or the damage they dealt.
        It was a rather well known bug that some builds (like sentinel/marauder dot builds) made used for a good while.

    Hi, Dulfy. I took over a year off from SWTOR and have just
    re-subbed. I mostly do PVP and am a little confused about the current
    progression system.

    How, exactly, do the nerfs to the old pvp gear (WH, BM, etc)
    work? Is it only the item mods that are nerfed or the armors themselves? For
    example, could I get a new set of current lv 55 pvp gear, rip the mods out and
    put them on a set of , say, Battlemaster gear with no penalty?

    Also, is it true what I’ve read in a few places that, due to
    bolster and the nerfs to old pvp gear, I would be better off pvping in a set of
    green or blue pve gear? Thanks for your help.

      Yes, Yes, and Yes.

      Any mods that have Expertise on them will not get the bonus from Bolster to boost you to level 55 stats. It is the mods that are punished, not the armor shell. You would get better stats wearing level 1 green gear (in every slot) than to wear non-level 55 PvP gear in Warzones.

      Also, do not mix PvP mods with PvE mods in equipment: it is either all one or the other. This also hinders you.

      You are right about everything:
      You can put new mods into the old shells with no penalty.
      And yes, you are worse off using old pvp gear than wearing green pve gear. Bolster does not bolster items that have expertise on them. With the 2.0 changes to expertise, if you wear pre-2.0 pvp gear, you’ll have roughly half the expertise, and significantly lower stats all-around than if you wear any non-pvp gear and get bolstered.

        anyway, so I might as well get that PVE gear through Makeb while I’m at it. So
        many toons, so little time…

          Yeah just use the Makeb comm stuff until you have PVP gear. You’ll have to get to 55 anyway.

          The BM stuff is completely useless. I still had BM Relics myself, I had to remove them for junk greens from the GTN vendors.

          From what I’ve read bolster will work on anything below a certain item rating as long as it has no expertise. I don’t know what that item rating is, but the Makeb 140s are safe. For the old gear a lot of it is just mods with expertise, so if you just replace the mods you can still use the gear. I think WH was 146, my WH mainhand seems fine after I got rid of the expertise crystal and I think a mod.

      To be fair, it’s story modes only. They’re already a joke, so making them more accessible and bolstered will only make it less painful for vets who want to gear their alts, while making it better for the noobs too since knowledgeable people will be more likely to queue if the game will guarantee that everyone will at least have adequate stats.

        SM ops were going fine already. At least with the current method people would learn what is going on. How do you think the graduates of bolstered SM ops will do in HM ops? They must be thinking next step is bolstered hm ops

          I don’t see what your point is, mechanics aren’t being changed. All a bolster is achieving is letting fresh 55s be less of a dead weight when joining an SM pug. Besides, gear doesn’t make the player, there are terrible players wearing 78s com gear.

            If you are not intelligent enough to get an entry level gear, you are not intelligent enough to join an ops, bolstered or not. Getting an entry level gear is the easiest thing. Bolstered ops will only let more stupid people to join ops.

              I believe the Bolster is only for people joining through the queue. In which case, you’d be in for a bad time if they didn’t put people on crutches if you played Op’s through the queue. I think Ops setup manually will be untouched by bolstering however I have yet to see anything address if the two will be different in that regard.

              “Stupid” people will join ops regardless. There is nothing stopping them from doing so right now. With bolster, at least those “stupid” people will be less of a burden to carry.

      The change to spawning inside operation is nice, Good for me as i suffer from long loading times and delayed appearance of mob models when re-entering instances.

      The bolster in Ops IMO is dumb tho, I see why, but i still dont like it.

        No different than bolster in PVP. Personally I think its great now that I can use my PVP gear to do operations rather than be constantly told Im under geared. Though the irony of people insisting on both bolster in PVP and insisting on specific gear ratings has been more than a tad amusing.

      The target audience is adults with jobs. There are more adults with jobs that can actually pay a subscription fee than the adults without jobs that are living in their parent’s basements.

      If you are jobless you can still gear up and then play the HM Operations. Probably the people that will now play SM Ops won’t ever bother playing HM, but if they do it only increases the player base.

      There really aren’t enough adults with no jobs to support an MMO. A very small fraction of any MMO’s player base does the end game stuff. That is also why the subscription model for MMOs does not work well and why so many go F2P. Even the vaunted WoW has been bleeding subs but always lied about the sub numbers by counting Chinese internet cafe players as individual subs.

      Believe me, adults with jobs don’t want to deal with people like you. They won’t group with you and they’ll just stick you on ignore right away if you talk in chat. So you won’t be affected at all by the adults with jobs.

      Personally I don’t care about the gear treadmill one bit, and am only playing SWTOR right now because I got gifted a game card for my birthday, and I might as well use my gift.

      Welcome to the bolster stick. PVPers have been complaining about it since it was implemented. We didnt ask for it,we got stuck with it (Mostly because of PVE player complaints about a lack of expertise who insisted on bolster and didnt want to grind the gear like the rest of us.We heard a lot of this on BC) and were told to deal with it when we asked the exact same question about the “I win” button being next. Welcome to our world.

    So what is there to do until Aug 19th? I’m not rolling another alt and all my 55’s and the companions I use are in 180 gear so there really is no reason to play from now until maybe Aug. 19th for the stronghold dailies stuff (unless it’s lame). My guild has no interest in running NiM DF or DP even if I want to and yes, I’ve tried to fit in with other guilds but most “elite” guilds are full of ppl I would punch in the face in RL. So, no new Ops, nothing to do.

        The sad thing is, even though i have been playing since early access, i have yet to see the full black talon or esseles story conversations…real life stuff, but now, everyone just says ‘skip now’ or ‘FFS, skip it!!!’ and if you refuse, they get quite abusive, well as abusive as you can get without breaking the rules.

          I am one of those people who is always saying “spacebar/skip please”, mostly because I almost certainly just spent 30-120mins in the queue and I want to get on with it already. Not ta mention that all the vids are easily viewable at your leisure on the internet/youtube. That said, if someone asks to watch the cut-scenes I don’t really care, it’s the people that sit there saying nothing and not skipping that drive me bananas.

    Grade 10 crafting materials must be very rare. In ten level 55 crafting lockboxes I had none of them, just grade 9 meterials.

      So what you’re saying is, fleet comms are still fairly worthless. Come on Bioware! Add something legitimate to the vendor. What the hell is anyone going to do with rank 140-144 stuff? And the cost is astronomical. Not only should rank 140-144 stuff not cost hundreds of comms, you should be giving it away. Oh wait, you already give equal/better than that away in FPs. Yes, this makes sense. Not that we need that type of crap gear anyway with Ops bolster. You certainly aren’t doing HM ops with 140 gear, so what’s the point?

      And here I was excited for the opportunity to score some grade 10 stuff. At LEAST the framework is there for some type of rewards system for GSF. Now all you guys have to do is add the actual rewards instead of these placeholders. I hope it doesn’t take 2 years.

        It’s funny how they lay the framework to FINALLY be giving reasonable rewards for GSF. Don’t get me wrong I have a great time in GSF, but there really needs to be incentives aside from those that only have benefits within GSF, and a pocket change’s worth of credits. :(

    First of all, the gear in the ultimate comm vendors are basically the top level pve stuff that you can get expect the set bonus. Anybody who does their weekly lockouts and even if they are only Storymode can get many pieces in one month. Bolstering players if they meet the level requirements is completely unfair to the people who have worked for their top level gear for months and even years. The ultimate comms in the top level PVE gear for christ sakes, you are suppose to work for it! It is not suppose be easy as walking in a park. Meeting the raid requirements of the raid with your gear and augments that you have EARNED without the devs holding your hand is an achievement by itself.

    As an experienced raider who has beaten the game PVE wise on multiple characters, this “bolstering” thing is a complete joke.
